The foundation was created as Wynter (appearing as "Frederick Korough") stood before a crowd of reporters at his empty homestead. He announced it as proof of his "good intentions" even if he were "rendered unable to" act directly. The timing was calculated—he spoke faster as the Sergeants approached, determined to get the message out before being silenced.
The announcement was made public and broadcast widely, ensuring that even if Zet wanted to ignore or suppress the foundation, it would be impossible to do so without public backlash.
Suspected Purpose
While presented as a charitable gesture, the foundation's true purpose is almost certainly strategic. It allows Wynter's resources to work in his favor even while imprisoned, and creates a vehicle for influence that operates independently of his direct control—making it harder to prosecute or shut down.
