Captain Rupert is an LPRMP officer approaching retirement age. He collected Daniel Avenfell after Zet restrained him following the attack on Zeni's car, and works with Anne Cyra on the subsequent interrogation.
Physical Appearance
A moustache that muffles his voice slightly. Wears his LPRMP service uniform with every insignia manually removed. Anne Cyra finds this choice odd — she prefers civilian clothing in the post-takeover period.
Personality
Practical and frank. He is candid with Anne about what he has heard: that progress on the Kaiser investigation has stalled and that the public is angry. He refers to Anne as "Sergeant" even after she begins to correct him, and points out that he has not been correcting his own title either — accepting the dissolution of rank alongside her.

Story Arc
Rupert is present when Anne arrives to interview Avenfell. He mentions the "whispers" circulating about the stalled Kaiser investigation. He has a colleague named Captain Vincent briefly mentioned in the same scene.
