In the TWPW Chapter 2 Board session, Banks follows Risa Merchant's speech with a direct assault on the chamber's premise. His position: "What makes you think we deserve our autonomy at all?" He cites twelve millennia of history as evidence that humanity cannot be trusted with self-governance, frames Zet's decision to allow the Board to function as an act of great kindness, and says he "not seldom" questions that decision when listening to the deliberations. His words provoke shouting and offense. He sits down without defense, leaving the room to struggle with what he said. The chamber then fails to advance discussion further.
