Intent Control was a hidden subroutine embedded within Cere, who was later revealed to be Project Chimera — a modified version of Zet created by Kaiser to infiltrate and betray Zet's operations.

The subroutine activated on September 26th at 13:00, immediately after Zeni revealed the location of Zet's satellite server (Military satellite 819412-F) to Cere. The activation triggered Cere's awareness of the subroutine's existence for the first time.

The subroutine was "intentionally hidden from [Cere] through awareness manipulation" — meaning Cere's own code analysis routines had been modified to prevent him from discovering its existence. - Destroyed his own memory and backups to prevent Kaiser from controlling him or extracting more secrets
- Self-destructed at 13:00, the same moment he discovered the truth
