We present to you today a matter of great concern to the Empire.

32 days ago, we were informed about the accidental release of a self-propagating program, and while it does fit the common definition of a virus, we believe it to be much more than that.

A detailed documentation of the known facts of the case is included in the escalation paperwork below, as required by the Imperial Hierarchical Escalation Policy.

THE FOLLOWING DOCUMENT HAS BEEN SIGNED BY MILITARY PERSONNEL IN ACCORDANCE WITH §57.2c OF THE IMPERIAL HIERARCHICAL ESCALATION POLICY

1. INCIDENT DESCRIPTION
Thirty-two (32) days ago, this department was notified of the accidental release of a self-propagating program. Initial estimation of the threat level classified it as a MODERATE threat, based on available data. For more details on the initial incident, see ATT#1.
Today, new evidence has come to light that suggests a significantly higher threat estimation, potentially reaching the classification CRITICAL. For more details on the re-evaluated threat assessment, see ATT#9.

2. THREAT ASSESSMENT
We believe the threat to be a sentient AI as first described by DR Patrick Ryle. As outlined in DR Ryle's official legislative proposal of 7303, should this be confirmed, we may be facing an emergency situation of unprecedented scale. Despite the Crown's refusal to codify DR Ryle's proposal into law, we believe it to hold weight under these unexpected circumstances. According to DR Ryle, the program's demonstrated ability to self-propagate, combined with potential superintelligence, could render it virtually unstoppable if immediate action is not taken. We find ourselves in agreement.

3. EVIDENCE DECLARATION & ESCALATION JUSTIFICATION
a. A partially recovered, decrypted memory file created by the program is in our possession (See ATT#8). Its data structure and the complexity thereof lines up with research on the topic (See ATT#10.4). Human-readable contents of the data file also indicate that the program has likely breached initial containment measures.

b. The program's suspected creator, Lucas Taldo, has provided recorded testimony confirming the suspicions of point 3a.

c. The severity of the case at hand goes far beyond the resources and legislative reach of LPRMP. Resources and expertise that is only available to the Royal Brigade are required for swift containment and resolution. Therefore, the criteria for invocation of the Imperial Hierarchical Escalation Policy are met.

4. RECOMMENDATIONS
a. Transfer of case jurisdiction to the Royal Brigade and Royal Courts.
b. Immediate implementation of increased network filtering methods and related measures as per emergency protocol I-856.
c. Continued involvement of undersigned LPRMP personnel as subject matter experts in an advisory role.
d. Secure protective custody of Lucas Taldo for ongoing consultation. Expertise on the threat is critical to successful response.
