Zachary Palacio
Zachary Palacio is a human rights lawyer who appeared as an expert commentator on MagNews during the emergency declaration broadcast in Chapter 9.
Role
Palacio was interviewed on MagNews (anchored by Victor Brimo) in response to Aaron Carnick's invocation of Emergency Protocol I-856 and the emergency clauses of the Independence Act of 7631. He characterized the dual invocation as "unprecedented" — noting that no prior emergency had required this combination — and described it as "a very daring play by Carnick and the rest of the Administration under Qyvin Warpine, which was already not very popular before."
His commentary is one of the few on-record public criticisms of the emergency measures at the time of the announcement.
