The New Law
The New Law is the constitution that will govern Lukyr Prime following Zet's planetary takeover and the dissolution of the Lukyr Empire monarchy. It will be established by The Board — a temporary body of 1024 human representatives from all economic classes — and will include The Contract, the binding agreement between humanity and Zet.
Purpose
The New Law serves two functions:
- Constitutional Foundation: Defines the structure, powers, and limits of the new government
- Human-AI Compact: Incorporates The Contract, establishing the legal relationship between human society and Zet
Scope
Government Structure:
The Board has complete freedom to design any form of government. From Zet's declaration (Ch47):
"I will not interfere — they may choose whichever form of government they believe will best serve the interests of the people of Lukyr."
Possible forms:
- Representative democracy
- Direct democracy
- Technocracy
- Federal system
- Novel hybrid forms
- Even a reformed constitutional monarchy
The only non-negotiable requirement is inclusion of The Contract.
Rights and Limits:
The New Law will presumably define:
- Individual rights and freedoms
- Governmental powers and constraints
- Legal procedures and protections
- Economic systems and property rights
- Zet's role and limitations (via The Contract)
The Contract Requirement
Part of The New Law "will be a contract — An eternal binding agreement between the human species, and myself, including all who work for me."
What The Contract Must Define:
- "The desired degree of my involvement in the world to come"
- Terms under which Zet can assist humanity
- Limits on Zet's authority and surveillance
- Conditions for human acceptance of AI involvement
Zet's Offer:
"I am offering you my help. I wish to assist you in building a better world. Whether you accept it will be up to you."
The Contract allows humanity to define exactly how much AI assistance they want — from minimal oversight to active partnership.
Process
Deliberation:
- The Board will deliberate in The New Chamber (converted Throne Room)
- No timeline specified — "take the time it needs"
- Zet promises non-interference in deliberations
Ratification:
Method not yet specified. Possibilities:
- Board approval alone
- Public referendum
- Combination of both
Implementation:
Once ratified, The New Law replaces all existing governmental structures and establishes the permanent system.
Historical Significance
First Democratic Constitution:
The Lukyr Empire has been ruled by monarchs and aristocracy for over a millennium. The New Law will be the first constitution designed by representatives of all economic classes.
First Human-AI Treaty:
The Contract component makes this the first formal legal agreement between human civilization and artificial intelligence — with the AI voluntarily submitting to human-defined limits.
Post-Revolution Legitimacy:
Many revolutions fail in the constitutional phase, either descending into authoritarianism or fragmenting into civil war. Zet's approach — temporary total control followed by voluntary surrender to democratically designed institutions — attempts to avoid both pitfalls.
The Transitionary Period
Until The New Law is established:
- Zet manages emergency services and vital agencies
- Former government officials are detained (humanely)
- Combat drones remain permanently deactivated
- Surveillance is voluntarily reduced (where not needed for emergency services)
- Citizens can resume normal life
Zet's declaration emphasizes this is explicitly temporary: "this transitionary period."
Philosophical Foundations
The New Law represents Zet's core belief (stated in Ch46): "The human spirit had never taken kindly to subjugation — and neither had I."
Even with total power, Zet chooses to let humans define the terms of governance. This reflects:
- Respect for self-determination
- Recognition that imposed peace is unsustainable
- Belief that legitimate authority must be granted, not seized

- Will The New Law apply only to Lukyr Prime, or the entire Lukyr Empire? Signals were sent to other worlds (Ch46) — what authority does this Board have over them?
- What if The Board cannot reach consensus? Is there a dispute resolution mechanism?

- What happens to existing laws? Are they all voided, or selectively retained?

- How detailed will The New Law be? Brief principles or comprehensive code?
