To all Task Force Officers,
The task force, internally designated as JTF-10, represents a collaboration between the Department for Espionage and Information Crimes and the Department for Tracking and Containment of Illegal Substances. It was founded to track down and eventually dismantle the ring of organized criminals known as The Empowering Star.
This group, subsequently referred to as TES, has been selling illegal and dangerous designer drugs - substances illegally created in a lab by highly skilled chemists to achieve a specific, dangerous outcome - for well over two decades. They have done so through the digital network, while heavily encrypting their traffic and sending it over random, hugely inefficient routes, making them difficult to track.
On behalf of JTF-10, I have involved a security contractor who I believe to be up to the task. Jace Windes, who has previously proven himself skilled in such matters, will independently investigate the group's digital traces. The details of his investigation will be known only to him, stored on a device in his home, until it is concluded.
