Youra is the mother of Runee Tirin. She was among the approximately 24 civilians led by Zet through active rail tunnels beneath the Government District during the civil war chaos of Chapter 40.

Youra travelled with her son Runee Tirin as part of Zet's civilian evacuation group navigating dangerous active rail lines. When Zet offered four options at the destination station, Youra — along with Runee and roughly half the group — chose to remain at the station and wait for another train rather than evacuate via Zet's cargo drones.
