Rovin Warpine was a cruel dictator who ruled Lukyr Prime for 700 years before being unseated by Toven Warpine in the Rebellion of 7627.
Rise to Power
Rovin was a military commander who spent over a decade deliberately building a military force loyal to him personally rather than to the Qyvorian government. In 6,911, he secured a decisive military victory over that government — the only major governing body in the system at the time — and declared himself ruler of the Lukyr Empire, claiming authority over all planets in the system.
Immediately after seizing power, Rovin recognized that long-term control would require extraordinary resources. He ordered construction of the Shade (OPECS) on Lukyr Perind to begin in 6,921. The project was completed in 7,010, giving him both near-limitless energy and an entire habitable planet. He renamed Perind Prime (giving rise to Lukyr Prime) and declared it the Imperial capital, demoting Lukyr Qyvor to vassal status.
Rule and Oppression
Duration: Rovin ruled from 6,911 to 7,627 — approximately 716 years (commonly rounded to "700 years" in popular history). SFL-TA Chapter 3 (year 7354) confirms that Rovin maintained power personally through Eternium — a life extension drug granting limitless time and health. In 7354, he was just under 500 years old, having taken power in 6,911 at an unknown age (likely 40-80, consistent with ~500 total age in 7354). His great-grandson Styvin Fring-Warpine is estimated at 200-350 years old, further confirming the Warpine dynasty's use of Eternium as a tool of dynastic continuity.
Renaming the planet: Rovin renamed the planet from its original Brisk name Perind to Prime — the name that survives today as Lukyr Prime.
The Sylvian Order: Rovin created and commanded the Sylvian Order — a force of brain-chipped super-soldiers with body-control abilities — as enforcers of his dictatorship.
Systematic oppression of the Brisk: The Brisk had settled underground before the Shade was built. After the Shade made the surface habitable, Rovin allowed surface society to flourish while keeping the Brisk confined and persecuted underground. Their cities became sanctuaries — commonly called the Free Cities — for anyone fleeing Rovin's rule. Inhabitants were:

Fall from Power
Rovin was overthrown in 7,627 by the Rebellion of 7627, led by:

The rebellion ended Rovin's reign and fundamentally restructured the political order of Lukyr Prime. The Sylvian Order was officially disbanded, and the Independence Act of 7631 established legal autonomy for the Cities of Perind.
Legacy
Rovin's public reputation is unambiguously negative in 8044 — no ruler after him openly defended his dictatorship until Qyvin Warpine's statements in Chapter 38 questioned the legitimacy of Toven's succession and implied Rovin should have "defeated the Final Rebellion."
The tunnel infrastructure created during the Rebellion of 7627 was built specifically to fight his forces and remains in active use 400+ years later.
