Leti is an elderly mercenary operative employed by Kaiser. He infiltrated Telon sanctuary by posing as a homeless refugee and coerced four hostages into deploying a hacking device against Zet's android bodies before being killed in self-defense by Vanessa Canly.

Story Arc
Leti was smuggled into Telon on cargo drones during a two-minute surveillance gap while Zet-0 was temporarily compromised. He passed Zeni's registration as a newly arrived homeless man rescued from collapsed bridge rubble during the Government District conflict, and was assigned his own apartment separate from other refugees — an outcome he had anticipated. Once in place, he took four residents hostage at knifepoint: Tayra Wylk-Warpine, Bron (the younger man who had survived the Chapter 40 building collapse alongside Tayra), Angela (the young girl from the same collapse), and Fin Erick-Warpine. He coerced Fin into approaching Zet's android bodies with the hacking device; Fin deployed it and confirmed it had activated, then returned it to Leti, who completed the operation manually. The hack succeeded: Zet transferred Zeni off the android body and placed Telon under signal lockdown. Leti intended to escape before Telon was destroyed and refused to identify who had given the destruction order. When a knock at the door ordered all residents to evacuate due to a developing situation, Leti found himself momentarily without a clear move. The confrontation subsequently shifted to Vanessa Canly's apartment, where he shot Mertin Lagum incapacitating him, then attacked Vanessa directly. She killed him by emptying an opioid injector into him. He was found dead on the floor with dark blue lips and fingers consistent with a fatal overdose. Bron and Fin — two of his former hostages — volunteered to dispose of his body.
