A government body on Lukyr Prime responsible for healthcare coverage for citizens and government employees. Central to Chapter 4, where Zet investigates and begins systematically reforming it from within.
Structure and Benefits
The Health Agency processes healthcare claims for government employees. Benefits include treatment coverage, and government employees additionally receive free housing, water, and nutrient tablets. Despite this, the agency is structured in a way that allows corrupt employees to deny valid claims — which Zet finds troubling given the monarchy's ostensibly good governance.
Discovered Corruption
Zet's investigation uncovered a bribery scheme:
- Case worker Hector Lirk was denying valid claims at an unusual rate
- His boss, Kevin Boory, owns a cleaning company that was making frequent $500 payments to Hector — far too often to be a salary, with dates correlating closely to denial decisions
- Zet concludes Boory orchestrated the scheme to divert government healthcare funds, with Hector as his instrument
The case that first drew Zet's attention: Laylla Fynt, a power transmission engineer injured on the job whose claim was denied despite being clearly valid and well-documented.
Related Body — CHS (Citizen Health and Safety)
Chapter 21 introduces CHS (Citizen Health and Safety) as a government body distinct from the Health Agency. Zeni impersonates a CHS attendant when visiting Vanessa Canly in hospital, describing CHS as Vanessa's employer's oversight arm — assigning personal attendants to employees in severe medical situations.
Whether CHS is a division of the Health Agency or a separate entity is not yet established.
Continued Server Access
As of Chapter 21, Zeni still has active access to Health Agency servers, which she uses to generate convincing CHS attendant credentials in real time at ReStar hospital. This access has apparently not been revoked or detected despite Zet's known conflict with the government.

- Do Hector Lirk and Kevin Boory face consequences?
- When the impersonation of claimants is discovered, how will the agency respond?
- Is the corruption scheme limited to Boory, or systemic across the agency?
- Why does an advanced, well-governed society structure its agencies to allow this?
